There is a report you can submit to Microsoft Support to request assistance with your Compromised Windows Live Account, which can be accessed at the following:

You can also try contacting Customer Support by calling:
- 800-642-7676 Mon-Fri: 5am-9pm PST & Sat-Sun: 6am-3pm PST
When automated voice begins you can say "Technical Support", at next prompt say "Windows live" then "personal", at next prompt say "Windows Live", then at final prompt say "no". And you should be routed to the next available agent.
