Should The Oxi/bleach Dispenser Always Be Filled With Water When Not In Use.

Yes to a certain point, not to overflowing the top of the dispenser. If it didn't hold a certain amount of liquid, when you poured bleach in the dispenser it would drain out. the dipenser has a lip that holds the liquid in till the flush comes and washes the bleach away.
