My Wtw4950xw Will Spin Fine But Will Not Agitate. It Makes A Loud Squeal

My washer stopped spinning a month ago and I changed the actuator. It worked fine until this week when it stopped agitating. The washer will fill with water and when it gets to the wash cycle it makes a loud squealing noise that alternates in pitch to match the motor going forward to reverse. The agitator doesn't move at all. You can move it to the spin cycle and the washer will spin the water out. I laid the washer over to look at the drive belt and the first thing I noticed was an oily film on the cover and on the floor. There was an oily spot on the inside of the cabinet on the motor side like it spayed from the motor. The belt looked fine and I can work the agitator by hand easily. There also seems to be some water left in the machine that didn't get pumped out. Is the motor bad? Did something else cause the motor to fail?
