Whirlpool Wrf991boom01 Ice Bin Emitter/receiver Not Working

I replaced both emitter and receiver board and still not getting ice. Checked voltage from J1-1 to J1-3, and no 14V DC. Same for Receiver board. When I run service test I get the following:15 - 01 (bin full), 59 - 01, 56 - E0, 58 - 01/11, 57 - 20/01Any idea what the problem could be?
