The Oven Is Not Getting Up To Temp. What Could This Be?

My oven is not getting up to temp but when I put the broiler on the top bake element starts glowing. Put it back to around 350-400 and the temp goes back down to below temp. Tried to cook a thin frozen pizza and 40 min. Later chees was melted but that was about it. Crust was doughy. Please help!
