Stove Top Burner Elements Uneven Heat And Not Level.

I am experiencing the burner elements on my stove top do not heat evenly. Either most of the heat is in the middle or the outside or on on side or the other. When on high the element is black with just a couple of the rings of the element coil red. The heat is VERY uneven, i can actually see the uneven heat on my stainless steel cookware as the food is cooking. Is there any way I can correct this problem? Also the burners/elements do not set evenly on the stove. How do i resolve this issue?
