Excessive Heat

The oven temp as low as 325 degrees causes the cook-top to be excessively hot to the touch, is this normal? In addition, I am using the correct size pots and pans yet the same thing occurs in that the cook-top is excessively hot. Why is the cook-top getting so hot? Who do i contact to see if  Whirlpool has a fix for this issues?
