Flame Adjustment And Igniter Help

Just bought a floor display cooktop from Lowes (Whirlpool GLT3057RB). Three of the burners have very high flames. I adjusted one of them so far clockwise that it will not burn on low and still the flame was too high. I did not try to adjust the other two. Any ideas? The fourth will not light at all. Is that a bad igniter?   Thanks for the help. Mike
