Are dishes actually dirty or just the white film/powdery residue?  Had the same problem - finally found out it was our "hard" water/lots of minerals.  Add 1 cup vinegar to bottom of dishwasher just before starting wash - dishes sparkling clean!

According to the manual, use vinegar sparingly since the acid will damage the unit if used too often.  The problem arises from a combination of energy efficient washing with recent regulations regarding phosphates in detergent.  Switch to Finish Gelpacks. The enzymes in the product will remove any film that has developed.  Heavier film may require more time. Usethe manual's vinegar method the first time. Be sure to use rinse aid, per the manual's instructions.
