Sub Thermal Fuse In Dishwasher

What would make the sub thermal fuse in my Whirlpool dishwasher keep blowing.  I've had to have a repairman come out three times in the past three months for the same thing, and they can't find out what's causing it.  The dishwasher is approximately 15 years old.   Thank you.
