Rinse Agent Issue

I am having issues with the rinse agent dispenser. Dishes have stayed dirty even though I put agent dispenser in. When I put agent dispenser in, it used to move up and down showing me full or empty, now it always just shows full and doesn't move but dishes continue to be dirty.
