My Phone Will Not Stop Ringing Outgoing Ring. I've Unplugged Everything.

When I press talk to call someone it does not have a dial tone, just an outgoing ring. I've unplugged everything at base and the battery in phone, left it for 30 minutes and plugged it all back in. Still just rings. Can't make or receive calls.
