Flashing Blue

Trying to do initial setup, will not stop flashing blue no matter how many resets we do. It briefly turns out red then immediately goes back to blue. Any advice?

The LED power light indicator blinks blue after about one minute, indicating that the camera is powered on. To power off the camera, disconnect the USB cable from the power source.
