How Can I Stop A Purchase On My Card? The Goods Were Not Received.

You cannot stop a payment once it has been made. But you can contest it, by calling the bank that issued your Visa card and telling them you never received the item. That's what's known as a chargeback. There should be a customer service number to call on the back of your Visa card. Or you can do it online, on your Visa account page.
