$80.00 Top-up To Keep Same Phone Number For A Year?

I have received a text from VM saying that if I want to keep the same phone number for a year, I have to do an $80.00 top-up now. Why do I have to do this and when did this come into effect? I've had the same number with VM for a couple of syears, now, and do not wish to change it. Please e-mail me with your explanation!
