How Many Children Can A Single Adult Travel With?

We have a US State Department employee in Mexico City who will be traveling with her two children, ages 2 years and 4 years to deliver her 3rd child.  She will return to her post after delivering the 3rd child.  We were told by the travel agency that she can not travel with 3 children and one adult.  We have never heard this before, and I spoke with a UUA representative who also could not find this regulation.  Please clarify.

It sounds like the travel agency is confusing the policy of traveling with a child under the age of 2. 

The adult passenger will be able to travel with her 2 children on the outbound and 3 children (1 being an infant) on the return.  The issue that the agency is referring most likely is when there is more than one child under 2.  Airlines permit one lap child under the age of 2 free of charge.  If an adult has 2 children under the age of 2, one of the children must purchase a seat.  As long as the passenger's 2 children ages 2 and older have a purchased/ticketed seat on the outbound & return since neither child is eligible for the free lap allowance, the woman will be allowed to carry the new born infant on her lap for the return flight to Mexico.  I hope that answers your question.

Acceptance of accompanied children under two years

Children under the age of two traveling within the United States with a parent or with an adult 18 years or older can travel on the adult's lap free of charge. If there are two or more children under the age of two traveling with the same adult, only one of the children may travel as a lap child. Any additional children are required to purchase a seat. Children under the age of two traveling internationally without a seat are required to purchase a ticket and are subject to infant fares and taxes. When making your reservation you should indicate you are traveling with an infant, regardless of your destination.

Infant seating

Children unable to sit upright with the seat belt fastened must be carried in an FAA-approved infant seat if not being held by an adult. United does not provide infant seats. The infant seat must be secured in an aircraft seat and cannot be held in an adult's lap. The infant seat must remain properly secured to the aircraft seat at all times. An infant seat cannot be used in an exit row or in the row immediately before or after an exit row. Passengers traveling with infants and children under 15 years of age may not be seated in exit rows. Due to oxygen mask constraints, only one lap child is allowed per seat section and, on some aircraft, passengers with lap infants may not be seated in certain rows.

Children who are over two years old are required to purchase a ticket and occupy their own seat.
