Broken Audio Out And In On Uniden Pc68 Xl Cb Radio

Other drivers tell me that when I try to transmit , the radio sounds like I am in a car on a very bumpy road , like it comes and goes . I notice the same thing on receive . I took the cover off of the radio and noticed a single black wire that comes from the power plug and goes down to the board that looked like it had gotten hot and had partially melted the insulation on the wire . What is this wire and what could be the cause of the excessive heat and the audio problem ?
