The problem is on the dial pad. Most of these phones use a conductive rubber "pill" that is pressed against a set of interdigitated finger traces on a circuit board beneath the keys. These can get dirty or can have a crack in the circuit board/trace.
Disassemble and clean the circuit board below the dial pad with denatured alcohol. Clean both the "pill" (usuall black) and the place it presses against. Keep the alcohol off the plastic case.
