Call Back Problem

Here in New York it is necessary to dial a "1" before calling out to any domestic phone number; but the Caller ID only gives the phone number without the "1", so it's impossible to use the caller ID to re-call the person. Is there a way to program the "1" into the phone so it will be there permanently for every call-back? Thank you.
