Follow Somebody Need 2 Send Request 2log Off&on Doesnt Let Me What Should I Do

i want to follow somebody doesn't let me see their tweets i send a request to follow them says i can't peform this action try logging on&off i did and it still doesn't let me i think there is something wrong WHAT SHOULD I DO I FEEL LIKE SOMETHING IS WRONG WITH MY TWITTER HELP ME!!!!
