Troybilt Horse 1984 - Pto Not Fully Engaging, Causing Tines To Slip

I think the issue is that the mating side of the PTO, which is on the tiller assembly, is not fully extended. There is a spring that keeps it out and perhaps its not coming out to its full extent, and that its causing the slipping. I wanted to disassemble but cannot figure out how to pull the shaft out of the housing, even though on one end i removed the circlip and the chuck (part 11) and the bearing cover on the other side (part 18). I did not see the 3 washers (part 17). Is the function of the spring loading to act as a kind of safety if there is too much stress on the tines? I wonder if in the many years (this is a 1984 machine) the spring has lost some of its tension. I would love to hear any thoughts and suggestions on these topics, i.e. how to take it apart, the washers, and the role of the spring.
