Our Walk Behind Runs Then Stop It And It Won't Start

our Troy-bilt TB210 will run great when started cold any time of the year but if have to shut it off for any reason-fill tank--dump bag-or pick my nose what ever, then it won't start for 15 to to a 1/2 an hour. cleaned everything I can think of . any ideas
