Non Refundable Tickets(klm)

Greetings to you all. I am William Kwarteng,the General Manager of SSK Marine Travels in Tema-Ghana. We purchased a ticket from KLM almost a year ago for our client.Apparently our client could not travel due to one or two reasons. My question is,although our client could not make the trip,can't this ticket be re-used either by our client or transferred to another person at a fee? Secondly,I need KLM rules and regulations covering non refundable tickets. Thanks in advance and hope to hear from you.   Regards.   William.
