Options For Tires/wheels?

The tires on my 2009 Toyota Venza are horrible. OEM Bridgestone Duelers have no traction in the snow and ice. When looking for other replacements for our 245/55/19 tires, there aren't many options and what there is isn't rated any better. Is it possible to swap the wheels for 18 or 20 inch rims instead? Is it worth it? Would it make a difference?
