Toyota Steering Problem

My 2007 Rav 4 has 35,300 miles on it and has a steering problem that is about to cost me over $700.00. After researching I have discovered that the Rav 4s of all years from 2006 up to now are having the same problem. This is a safety hazard. there is no recall but should be. How can I be reinbused for this expense?
