Why Will My Laptop Not Charge?

I just bought a toshiba c655 s5511 and it's been plugged in for almost 24 hours and the battery is not charged. Infact every time I look at the progress it will say less percent avalible but still chraging.

It sounds like the cord and the dc input is working properly considering it will show ir is charging.  More than likely the Li-on battery is shot and will need to be replaced.
