SD (secure digital) cards are typically formatted by the device they are used in. On Windows they get formatted either FAT or NTFS which are the most common file systems used there.
On cameras they get formatted in the format that the camera manufacturer decided to use on the camera. This could be any number of common or proprietary formats.
The best way to get your images off is to use the sync cable that came with the camera. The SD card will be seen as a removable device in the Windows Explorer.
In many cases the card may be plugged directly into a card reader connected to a PC with a USB cable. The cards in my camera work this way. I can either use the sync cable or plug into my card reader. The card looks like a removable disk when plugged into the reader and I just cut and paste the images to my hard disk.
Card readers are available at Walmart or Staples or numerous online sources such as: http://www.newegg.com/Store/SubCategory.aspx?SubCategory=69&name=Card-Readers
