Cannot Load Start Up Menu

I have just purchased this laptop, but so far I am disappointed. This item does not come up with a Start Up Menu as expected but with a "Choose a Language" but it does not let me do it. I then press Enter to  Proceed I get a Narrator selection of keys commands then I cannot proceed as everything gets frozen and in order to clear I have to remove the batteries.  Please help

Based on your description, there might be a problem with the Operating System of your Toshiba NB200 laptop. The best solution for this is to reinstall the Windows Operating System using the original Windows installer. You can purchase it online at Amazon.com. These are the links for your easy purchase.
