It is always better to attach photos to get a better answer.
horizontal lines are almost always a bad LCD panel and not worth repair (unless you have a warranty). Vertical lines could be the LCD panel too, but it could be the T-Con board, the Main board and even the power supply board. In this case an estimate is the best option from a Toshiba authorized service center
