Toro 20334 Rear Wheels Lock When Pulling Backwards

Reason on some of these mowers sometimes it may need the transmission cable adjustment..It may need some slack given so it will relieve the tension on the belt which is like a neutral ..Although I have other answeres this is my first choice.
