My Cable Modem Box Is Stuck On L-3 On Reboot

My cable modem box is stuck on L-3 on reboot. The stations came on for about 5 seconds and then the screen went black with no sound; the guide worked fine. When I tried reboot in went l-9 ... down to l-3 and is now hung up.. what am I doing wrong?
