Why Will My Generator Not Run Smoothly, Or Above Idle Speed?

I have a Coleman Powermate 6875 generator with a Tecumseh OHM 110 engine. 4yrs I quit using it because I could not get it to run smoothly. I am now trying to resurrect it. I have cleaned the carb, air filter and plug, (everything was clean), and the carb gaskets are good. I have drained and refilled the fuel tank and there is no airlock in the fuel line. It still runs as it did before. It will only run on full choke and will not run at above idle. It hunts and surges and stops frequently. I have not touched the governor linkage, yet. There is no smoke from the exhaust.What am I missing?
