Replacement Belt For Sunbeam 5891

i bought a used breadmaker but it looked new. the belt on it was dry rotted so i relaced it. tried to make bread and the paddle wouldnt move. checked out the belt and it had come off. i noticed on the left side where the belt goes on a bacl peice that holds on the belt was moving freely . is that black peice suppose to be attached or does it remain unattached.and just rest there.
