Block A Cell Phone Number From Calling And Texting My Lg290c Cell Phone.

I have a number that keeps calling and texting my LG290C phone, I've already changed my number but they seem to always find it somehow. So how can I block that number from calling and texting me and I don't want to turn off all incoming calls and all texts.
