Voice Activation

I am trying to record phone calls, i have plugged the phone line conncector into the the mic socket and selected the option MIC IN, i have voiice activation  set up but it records the silence of the phone line, it only works when i press record before answering the phone but this defeats the whole purpose of voice activiation. how can this be solved?
