No Tape Loading

C:31 and C:32 are, according to the manual, a non-descriptive mechanical error - something you already know, since the tape is stuck inside it.
It's most likely just that - the error message is triggered by the blocked drum motors. You will have to dismantle the recorder, access the mechanism and cut the tape in small pieces : remove it piece by piece until it clears the drum and the capstan rollers then eject the cassette normally. Make sure no parts appear deformed, clean the rubber pressure roller of the capstan and try a brand new tape.

Alternatively, you will have to seek repairs/replacement options.
