I Have A Mini Dv Handy Cam Mod.dcr-trv17 It No Longer Shows It Takeing A Charge

I have checked the charger and  I have 8.4v I checked the battery charger post in the camera and have 8.4v Have a battery with a 7.5v charge but she will not turn on or even eject the tape . Every bluemoon she might  work Would not work for months then try it one day it's fine.but never works when you need it
