Messages Wont Send

i try to send messages to some of my contacts which are online but they always have the not sending circle thing next to them, ive tried uninstalling it and reinstalling it, logging on and off, clearing all messages and trying again, updated IE and skype nothing is working it wont even let me make calls to them. when i choose the option to check conection with them it says "skype is unable to measure the connection speed at this time" does any one know how this is able to be fixed? also i hear a lot of others are having the same problem with more than one of their contacts, any ideas? Please help
