Rear Left Wheel Wobble

Boughr this bike used and found the rear left wheel keeps loosening up causing the wheel to wobble. Watched a lot of videos, had it to a bike repair shop but they obviously did not know how to fix it and just tightened up the nut. Frustrated. Hope you can help, thanks
