The HDMI switch integrated circuit used on the board was discontinued by NXP due to problems.  That failed part was a TDA9996HL switch.

I replaced mine with a TDA19997HL/C1. This got the 1st HDMI port working but there must be a software issue between the new (pin compatible) part and the present firmare that runs the switch over an I2C interface. At least one is working. The unit failed 18 months after buying it in 2011. It has been down a few years with only component video inputs when I tried to fix it. $4.72 for the part at Mouser, but you need rework equipment to change the 100 pin part.
