What Does The Batt 1, 40 Amp Fuse Actually Supply? It Is Drawing 1 Amp

I thought the battery was bad then started checking and foung this circuit was drawing 1 amp with the igition off. It says it is for Power ACC and Stop lamp circuits. What all do those entail?
