High Idle And Instrument Panel

I have a '93 Pontiac Bonneville SSE with the 3.8L V6 in it. it starts and idles between 1,100-1,500 and within about 15-20 seconds the idle goes up to 2,500-3,000. I have checked for a vaccuum leak so far and couldn't find any, but i'm not to familiar with any common problems with this vehicle. the instrument panel also has some issues, it will flash and beep quickly while the engine is running, and the gauges go up and down quickly and won't stay still or read accurate numbers. the compass also isn't working. it acts as if there is a short somewhere but i'm not exactly sure on that.
