Pioneer Dvr-650h Shows On Front Panel 'power On' And Nothing

I have a pioneer dvr650h. When I turn on the unit, the front display says 'POWER ON' and nothing happens. I tried to open the dvd by holding button down. I can hear the hard drive turn when you first power it on. I even tried the reset to factory (power + stop) and nothing.
