Bobbin Thread Hangs Up After Re-threading After Jam

While rethreading bobbin up through plate after getting "clear thread jam", the thread hangs up on small bar with hook in it and will not come up through plate after that. I have had this to repair shop repeatedly and they say it's a timing problem but it happens too often without any reason. I did not hit pin or anything else, just sew with the machine.
