When I Disengage Flywheel To Wind The Bobbin, The Needle Still Goes Up & Down.

I Have Had It In For Repair Twice, With No Results.  Any Ideas?  Also Noticed Speed Has Slowed Down?

Just had same problem....grease has gone hard between outer clutch mechanism wheel and shaft....a little oil soon softened this and made it free...had to work out how to put disengager back together though...
