Needle Issue

needle motion stopped while sewing. Needle will not go back up. Had to remove needle carefully from below bobbin area.The hand wheel will not turn at all. I removed bobbin And took face plate off to check area for blockage. The threading area under the face plate is not movable at all. Help!
