If I Don't Have A Credit Card Or Bank Account How Can I Collect My Money

In that situation you can't collect the money as money. What you'll have is credit that can be spent with merchants who accept PayPal.

I am sorry but the only way you can withdraw the money from your PayPal is to open an account from eligible banks (Banks that Accepts PayPal Deposits). You have to open a bank account, verify your PayPal account using this opened bank account and you can make a transfer afterward.
