Based on what you are describing, it looks like the smart board is turning the fan on without any user input. This could be caused by a loose connection from the user interface, or possibly a cold solder joint on the board. My suggestion would be to remove the control panel and verify all the connections are good, then remove the ribbon cable from the board and clean the contacts with a pencil eraser prior to reinstalling it.

Of course ensure the power has been removed before doing all that. Then see if that makes a difference. If that doesn't work, then you are looking most likely looking at a new smart board as that is where all the magic happens.
