Nn-sa651s Microwave Placement

The instruction on the back of the Microwave reads: "May be built into cabinet structure, but not for use adjacent to (within 2 feet of) any gas or electrical range, cooking top or oven." Is the 2 feet restriction for the cabinet structure setting or also applied to the Microwave when it is placed on the kitchen counter? If yes - why? Thanks, Ziggy
