Activating Message System

I have a panasonic phone KX-TGE275. I've made sure the answering button is turned to "on' on the base unit and set all of the handsets accordingly. I've also recorded a new message. But anytime anyone calls, the phone tells them that we have not yet set-up our mailbox. Is this something I need to do with the phone company, or is there something I'm not doing with the phone? HELP!
